Not letting players change party members, but still giving reserve XP

I have a game with seven playable characters, and the player is able to switch between them freely in the menu with the base setup.

Is there a way to lock the player from changing the party except in a certain hub/home base, but still giving reserve XP to all members?

Edit: Also, lock players not in the party from using skills.

There is a Change Formation Access command on tab 3 of the event commands.

Disable it when you leave the home base, and enable it when you return. Then the player will only be able to change your party members around when you're there.

This not only means they won't be able to swap people in/out of the battle party, but they also won't be able to change the order of your battlers.

Does the order of battlers effect how often they are attacked? Or is that just the TRG (or is it TGR)?
one of them is target rate and the other TP growth rate.

I'm not sure what affects it, without looking at the scripts. But it's definitely not the battler order.

only the target rate affects how often an actor is targeted in battle.

and the target rate follows weight mathematics, not percentage calculations - an actor with 200% target rate will be targeted twice as often as an actor with 100% target rate, but the calculations get more complex than that if you change other actors away from 100%.

I understand better now. :)

Does anyone know how to lock actors not in the actual party from using their skills?

Cartoonier cloud cover that better fits the art style, as well as (slightly) improved blending/fading... fading clouds when there are larger patterns is still somewhat abrupt for some reason.
