How to notify the player they learned a skill after gaining a level via a text or some notification at the end of a battle.

Uhm this feature should already be there using the RPG Maker, when it says "Actor leveled up!", or has it been removed?

This is done by default. Perhaps you have some plugin that alters this event.

you could sue something like this. if a player learn a skill on lv 5, you can make it like that.

yanfly have aftermath level up which you can see in the bars when they level up.

I'll use that aftermath level up. I've been playing my game and not once did I ever notice being notified of my level up???
