Numbered tiles

I'm confused by this set of graphics. How do I change them into something useful or get an icon set to load in this window, which I assume it's an icon set.

What am I missing? I'm sure it's something simple, but it's still driving me nuts.

That's not a tileset. Tab R is for regions, and you use them to mark regions on the map. Some plug-ins use those for certain behaviors, and you can also use them for determining where some encounters occur.

I also wrote a little plugin that lets you use notetags to give different encounter rates for different regions.
