Parallax Background Image Resizing in RM MV?

Hello. Im not sure exactly where to post this question, so apologies beforehand if wrong forum. Im working on some project that may involve some parallax images. If I place a small parallax image on a map, it will repeat itself, as expected. Is there a known way to make the parallax image stretch (via JavaScript) so it is the same size as the game's window in RPGMaker MV (ie 816 x 624 px) ? Was not really able to find what JavaScript line(s) actually determine parallax display... Thanks beforehand for any help / ideas.

anything is possible with coding - but doing that would probably need to disable a good part of what the parallax really is and most likely make it unusable for its other functions.
so why would you do that instead of simply resizing it in an image program?

to avoid repaeat, use the correct map size, if the resolution is 20x25 and map is 18x20, than use the screen size.
meaning, you make a black canvas around it, this to avoid repeating, if its bigger, use a ! in front and your good to go =)

I plan on releasing the game on a web site, so don't want to use big images, in order to help preserve bandwidth and keep download times small. Yes I know stretching makes images look pixelated but in this case its ok. Some segments of the game play out in first person / visual novel style. I figured how to do what I want via Picture events. But still, the fact that pictures are in the very top layer limits me if I want to show events or wathever. Thanks anyways.

parallax arent really pictures, its shown below all tiles (like blank tiles become lack if not used a parallax image)
so its below everything else, even below water. normal picture event shows above all layers. dont make mistakes out of those :)

Holy stink, where have I been? Well, I started my temporary job this week. So less time to spend on game design... :(
Cartoonier cloud cover that better fits the art style, as well as (slightly) improved blending/fading... fading clouds when there are larger patterns is still somewhat abrupt for some reason.
