The modern versions of RPG Maker 2003 release added a lot of new features, but they don’t support Cyrillic.
This patch changes the RPG Maker 2003 1.12a to support Cyrillic: rm2k3-1-12a-patch-for-russian-support-v2.zip (1.7 Mb). Note that you will lose support for accented Latin characters (á, ä, å, etc.), you can’t have both. The Cyrillic fonts used in this patch are heavily edited Shinonome and (unedited) ttyp0 (same fonts are used in EasyRPG).
To use it, open your Steam application folder (here’s how to find it) and replace the files there with the files from this archive (you might want to backup first). Also, your system encoding should be set to Cyrillic (Windows-1251; see below).
By using this patch, you agree to the terms of the Patch EULA: basically, if you use this patch, you lose your right to have technical support from Degica. I will try to provide technical support for this patch myself.
If you need technical support related to this patch (bugs, errors, etc.), feel free to write them in this thread, I'll try to answer all the questions. For support in Russian, Ukrainian or Belarusian, use this topic in rpgmaker.ru.

Troubleshooting
If you still see wrong encoding after installing this patch (e.g. in the actor list), check that your encoding for non-Unicode applications is set to Cyrillic. For this, set your system language for non-Unicode applications to Russian, Ukrainian or Belarusian (or other language using 1251 codepage; see here how to set it). If you use Windows 10, the checkbox «Использовать Юникод (UTF-8) для поддержки языка во всём мире» ('Use Unicode (UTF-8) for worldwide language support'; see a screenshot here) should be unchecked.
If you've created the game in the unmodified RPG Maker 2003, it will still not support Cyrillic even after applying the patch. To fix that, create a new (empty) game, and copy the files RPG_RT.exe and ultimate_rt_eb.dll from the new game to the old game.

- Belarusian, Bulgarian, Rusyn, Ukrainian,— usable, but letters from these languages will be shown in wrong order in the Name input screen (contact me if this is a problem),
- Serbian, Macedonian — mostly usable, but the Name input screen will miss some letters (contact me if this is a problem),
- most other languages using Cyrillic (Tatar, Kyrgyz, Komi, Kazakh, Dungan, etc.) — NOT usuable (contact me if you need these languages, we’ll need to re-assign some letters in the font).
- Ukrainian translation of RPG Maker 2003 — full translation of the interface and the default database,
- Patch for Ukrainian support in RPG Maker 2003 — same as this patch, but letters in the Name Input Screen are re-arranged in the Ukrainian order.
