Photoshop certain layers have low opacity despite "Opacity being set 100%"

So everything at the overlay layer has insanely low opacity. I have no idea why. Even when dragging new tiles on that layer, it becomes the low in opacity. How can I do to fix this?
I finished the map right now. I'm just figuring out how to overlay with the orange plugin.

the problem might be group opacity, if that is 20, every layer inside become
that opacity as well, so it's not layer opacity you might have used.

Definitely looks like a group transparency issue

or you could have activated layer effects, but in previous versions of Photoshop those were visible in the layer list (never bothered to purchase a photoshop newer than the CS2 as that is enough for me)

That happened to Me when I adding stuff I basically Just restarted and it was fine.

Thanks, I got it worked now. It was a group layer issue.

Just wanted to share how my game won 1st place in a game jam for itch.io. Everyone else used Unreal, Unity, GMS2, Godot, etc but I used RPG Maker 2003 :guffaw: It just shows that you can create a good game and it doesn't matter which engine you use
