Playing weather effects and screen tints over pictures.

I'm trying to make a neat effect when snow falls over the entire screen as pictures are showing, however it appears that pictures take priority over effects, and as a result they appear unchanged against them. It looks ugly for what I'm trying to go for, I was wondering if there was a way to change this.

Could you post a picture of how it looks now? I can´t quite visualize what you are going for.

Yeah, sure. This is a screenshot with both a tint and a weather effect activated.  As you can see, the sheep (which is a picture) appears in front of both of them.  I want the picture to be affected by the screen effects too.

Holy stink, where have I been? Well, I started my temporary job this week. So less time to spend on game design... :(
Cartoonier cloud cover that better fits the art style, as well as (slightly) improved blending/fading... fading clouds when there are larger patterns is still somewhat abrupt for some reason.
Do you Find Tilesetting or Looking for Tilesets/Plugins more fun? Personally I like making my tileset for my Game (Cretaceous Park TM) xD
