Please fix Victor Sant's Conditional Turn Battle battle system (Victor Engine)

I'm not the only one who says that the things (items, classes, skills, etc.) to delay enemy actions just do not work in this plugin. I need this fixed for a game I might begin developing with this system. Please help me out.

I'm having a fun time working with the MZ RTP. The waterfall hasn't changed, though, so I'm wondering if they didn't make a new one or if they forgot to put it in...
