I just started a thread about this same issue. I get my threads moved because there isn't a spot. Last time I complained I was banned. I had to get an admin on Steam to unban me.
There is a spot. You just need to look for it. The mod even gave you links to the right place just a little while ago. AND there's a link to the MV tutorials in this very thread, which you obviously overlooked. But if you want to know how to do stuff, tutorials is not where to post your question. That forum is for posting tutorials you have made, not for asking how to do stuff.

The correct spot to ask questions about how to use RPG Maker MV is the "RPG Maker MV" support forum. You can ask tutorial questions there. I am very curious about this comment. Where were you banned? On Steam? On these forums? And what was the reason given for the ban?
