Precision about licenses

Just to be 100% sure before my upcoming game jam, if the EULA of a music ressource I bought indicates:

-'You may also use this music with other game-creation engines.'
-'2.2 Alternatively, you may use this Music Resource Pack with a different game creation engine. Use is limited to game development and promotional game materials.'

It means I can also use it in any non-RPG Maker, even non-DEGICA related game engine?

What you posted seems pretty clear. As long as it's a part of your game development, or promotional stuff about your game, you're good to go for use in another game creation engine.

I found one EULA with the two following opposed statement:
-You may NOT use this music with other engines.
-Alternatively, you may use this Music Resource Pack with a different game creation engine.

In that case, which one takes priority?

there are some resources in the Degica shop that are indeed available for use in non-Degica engines - once upon a time in the past there was an entire shop section for non-RM-Licences (which were more expensive than the RM-Limited licences).

However there are also cases where copy&paste or later changes to the Licence resulted in mistakes in the EULA.
If you find an EULA with mistakes or even counter-rulings like in post#3 your best bet is to contact sales support through the support tickets, because that is the fastest way to not only get a ruling, but also get it corrected on the DLC in question.

Because none of the mods here works for Degica and has access to that, only the admins do.

It was the EULA of the Retroperspective Music Pack.
After verification, I actually got it from Steam, I don't know if it is in your scope:

Jokes aside, that EULA should be made clearer if it has two conflicting statements. Paradoxes shouldn't be in legal documents that everyday people must use and understand.

It is available in our store where it says "Maker Use Only". So it is likely bound to RPG Maker and it was a mistake in the EULA. However, I would contact support for an official decision on it.
