Prevent "Cannot Move" Restriction from Literally Preventing Movement

Hello again! Another checks watch half hour, another problem.

For my faux-press turn system, i use a state with a "cannot move" effect in order to demarcate the end of the turn. However, this presents a problem in that it Literally Prevents Motion, making the sideview battlers stop moving and looking generally strange, as well as doing strange things to the action sequences such as freezing them in place.

This is very annoying, and I'd like it to stop. Is there someplace I can edit in the core files to disable this behavior? I do understand in advance that this will prevent all "Cannot Moves" from doing this, not just this one, and that's okay with me.
