I was wondering If I could add puzzles into my game. Like puzzles where you have to rewire electrical cables and such, or enter in a code in a certain way.

Yes. How to implement them depends on the puzzle and the graphics and mechanics you want to use. Some you might be able to do using events, some might require scripts.

Is this a "How to" question or a "Should I" question?

There's not only one way, but usually it's done through switches/variables and conditionals.

And if you're not giving more details, you will only get a vague help like this.

If you want to know "how to" do something, then you need to be specific about "what" you want to do. Pick a puzzle, explain its mechanics, then people can tell you how to create it.

decoding ones where you have to fix locks, or repair them. Or you have to hack in to a system. A few examples my storyboarder gave me were Wire, combination, or moving puzzles where you have to complete an electric circuit. Much like the wire puzzle In Resident Evil: Revelations 3D

You have listed 6 different puzzles there. Which ONE are you wanting to implement? If you want several, make a thread for each. Explain how it is meant to work in your game. By saying "like the ABC puzzle in XYZ game" you are limiting the people who can help you to those who are familiar with that puzzle and that game.
