Hello people, I'll try to be as much objective as possible.
I decided I want to develop a game and I'm willing to spend a lot of time and effort doing it. I'm a digital artist, so I can draw things with a relatively great quality. I'll draw original characters, backgrounds, animations and everything that can be hand made. I also have a lot of knowledge in music (though I would not call myself a musician), so I intend to compose all the soundtrack. But my skills end here.
I'm interested in RPG Maker for the sole reason it is a simple tool for people who don't have any coding knowledge, but I have no idea of how far the capabilities of this program goes. Since I'm very ambitious I don't think the basic RPG Maker resourses are enough for the level of quality I want to achieve in terms of visuals.
Having said that, there are a lot of things I want to make sure before diving into RPG Maker. So please I ask for your help with these questions.

1 - Background and object Animations:
I know I can use hand draw images as background. But can I animate the background? I mean, doing something similar to the backgrounds in games like Resident Evil Remake, in which they are a kind of gif?
Is it possible to do something like Ori And The Blind Forest in RPG Maker in terms of background animation?
Can I make dinamic light and shadow effects in the background?
Can I make destructive enviroment?

2 - Character Sprites:
Can I make detailed character sprites similar to 2d fighting games like BlazBlue? Of course I don't intend to draw thousands of sprites, but the standard amount of sprites in RPG Maker seems to be pretty small. I want to know if it is possible to give more effects to the character animations.

3 - Combat Animations:
I want to make no less than a combat style as similar as possible to what is seem in the game Ray Gigant (pic related). If you don't know it please see this link: Is it possible to do something like this on RPG Maker?

4 - Portability
Can RPG Maker games be comercialized and run in consoles and smartphones?

On my journey of character rework: I had this character, she was meant to be just a princess that joins your party. And at long term she was just uninteresting... So I tweaked her to be a rebel agaisn't the royalty before meeting up with the party.

Quick tip for any other ametuer pixel artists! When trying to create a colour palette, enabling Antialiasing can speed up the process of creating different shades! Just place your lightest colour and your darkest colour next to each other, select both pixels, and stretch it out!
