i know this most likely gets asked alot but i was wanting to know if i must pay any royalties to the owners of the rpg maker software or if its a case of once you bought the software you can sell a game you made in it without paying them again

Once you have bought the engine, you do not pay any royalties on any game you make with it.  The same with any store resource packs you buy.  It's all a once off payment.

You are allowed to sell it with the defaults, but it is also considered poor practice on sites like steam if you do (based on the reviews I've seen on that site), and may hurt your reputation for future games. Just something you may want to think about.

You are allowed to use the default sprites etc, no problem.

Whether you would be wise to do so is another matter.  If you do a quick search you will find several threads which discuss the use of default assets in commercial games.  Many people feel that you will be much less successful in selling your game using those default resources, as many players recognise them, and they have come to have a bit of a negative implication.  However, I suggest you read those threads for yourself and reach your own conclusions.

Just beat the last of us 2 last night and starting jedi: fallen order right now, both use unreal engine & when I say i knew 80% of jedi's buttons right away because they were the same buttons as TLOU2 its ridiculous, even the same narrow hallway crawl and barely-made-it jump they do. Unreal Engine is just big budget RPG Maker the way they make games nearly identical at its core lol.
Can someone recommend some fun story-heavy RPGs to me? Coming up with good gameplay is a nightmare! I was thinking of making some gameplay platforming-based, but that doesn't work well in RPG form*. I also was thinking of removing battles, but that would be too much like OneShot. I don't even know how to make good puzzles!
one bad plugin combo later and one of my followers is moonwalking off the screen on his own... I didn't even more yet on the new map lol.
