It could be done easily by eventing. you can also easily do a time trial race too.

You have an event person with a move route to get to the end of the race. Also and event or line of events for the finish line. Have those events check if you passed the line first. I'm busy so I can't go into more detail now but I have done it before myself.

Holy stink, where have I been? Well, I started my temporary job this week. So less time to spend on game design... 
Cartoonier cloud cover that better fits the art style, as well as (slightly) improved blending/fading... fading clouds when there are larger patterns is still somewhat abrupt for some reason.
