Seems like somethign very basic you should very easily be able to do by yourself.

1-Get image editing software (Gimp is free).

    2-Open image file with gimp.

3-Go to the upper toolbar and search for "Colors" and use "Hue-Saturation" or "Colorize".

4-Play with those tools until you get a color you like.

5-Save the image and you're done.

If you're getting lost you can follow the steps here, it's same method as recoloring tiles: http://forums.rpgmakerweb.com/index.php?/topic/3415-guide-to-simple-tileset-edits-rearranging-clumping-and-recoloring/

Any time I can't get the color adjustments to do what I want I try an overlay instead.
