I know red and blue text can be used by moderators. But what do they mean? When and why would a mod use them?

Blue text is used when a mod is giving a friendly reminder of the rules. For example, when a mod writes in blue text not to double-post. It can also be used to alert the member of something, such as when their thread is being moved to another section. Red text is something you should try to avoid at all costs. That's a moderator's final warning, and is only really used when a user is really causing trouble or is repeatedly ignoring the mods.

Much as HexMozart88 said. However, in addition to those automated ones, there are also cases where a Mod will use blue text in an ordinary post. A non-automated one is "notice what I'm saying and act accordingly". If you like, a low-level warning. Which is a good reason why blue is restricted to Mods, so that Members know that it's not some random dude giving an opinion about something. Same with red text.
