Regarding a Game I want to make

I'm new to this whole coding/programming schpeal and was wondering which maker I should get?

The type of game I want to make is a Paper Mario-esque type of game, where you can run into enemies in the overworld and fight them; I'm aware that this is what most RPG's are about but I want to code something that has the angles and overworlds the game has. As I said, it would feel like Paper Mario in how it plays with 3D areas to explore.

Anyone know what type of maker I should use for this?

If you want 3D, you'd be better to use other engines, as these engines do not cooperate with 3D rendering.
But if you don't mind for not using 3D, currently RMMV is the most supported one, so you'd be better to get that.

Most of them have trial versions, so if you're interested, download those and have a play (I suggest you only get one at a time, probably starting with the latest, and play with it until the trial expires, then get the next one, rather than getting several at once, to avoid wasting your trial time)

You need to give a more detailed description of what you want before we can even start to give advice.

For example your description of
where you can run into enemies in the overworld and fight them
could be read as an diablo-type action battle system (never leave the map, fight by button mashing), it could be read as a regular default battle (on contact with enemy event, open battlesystem) or several other possibilities.
Each of those is a possible option, but some are more difficult to pull off than others.

RPG Maker is geared more towards classic 2D RPGs. You probably could incorporate 3D elements with enough dedication, but in the end, it'd be a lot easier to do that with a different engine. You could probably go for 2.5D with the proper tileset, but true 3D will be no easy feat. I'd recommend going with something along the lines of Unity for a project like the one you described.

However! I totally recommend MV if you're cool with dropping 3D elements from your game. RM is a very charming piece of software, and MV is by far my favorite out of the 3 iterations I own. There are many plugins available to spice up your game; I'm sure just browsing a list of them will give you a bunch of cool ideas on how to make a great RM game. The community is wonderful, and the program is fun. :kaoluv:

Holy stink, where have I been? Well, I started my temporary job this week. So less time to spend on game design... :(
Cartoonier cloud cover that better fits the art style, as well as (slightly) improved blending/fading... fading clouds when there are larger patterns is still somewhat abrupt for some reason.
