(didn't realize the forum was moderated, sorry for the earlier multipost - editing so as not to bump)
While Yanfly's excellent scripts give us control over the camera in battle, I think we could use a script to give us better control over the camera in our maps. Being able to zoom, pan, tint, flash, shake and so on outside of Event Commands would be fantastic, and add a sense of scale and drama to our maps.
Take a look at this video of Bravely Default, for 3DS. You only need the first few seconds.

When entering a city, the camera starts zoomed way out, to give players a look at the gorgeous hand-painted backgrounds. When the player starts to move, it zooms in on them to go about their business. If the player is idle for a moment, it'll zoom back out, but you won't see that in this video.
Also, take a look at this video of Wild ARMs on PS1. In case the link doesn't work right, zip up to 3:03.

Being able to set a sort of camera 'origin point' for a scene away from the Actors, or simply being able to focus on a point other than the Actors, would also be useful.
