Hey guys, I'm in the course of working on a game and trying to keep commercial release as an option for the distant future.
I have a question related to a specific set of resources I've stumbled upon and whether they can be used commercially.
These are a really, really, really nice sets of RTP style sprites and edits made by a guy named DM Dotto. I initially found them linked to on an English-language blog that seemed to think they were for non-commercial use only, but when I went to the original Japanese site, the author's words seemed to suggest they could be used. It's still a little unclear however, because the Google translated version of the site is not very good.
On his site, google translates the first line as:
"Is not required with respect to reporting and licensing.
I'm happy and enjoy such as Read ME, by writing to the effect that you are using the material on this site when it is available."
Slightly more ambiguous is this line:
"Do not use it in the Maker series other than material of this place because it is the thing that have been modified the RTP material of VX."
I'm not totally clear on what that fail-translation is supposed to mean, but it doesn't sound like it precludes commercial use.

And here is the link to the English language blog I originally found them linked to on. They claim it is for non-commercial use only, but they are merely reposting the author's sprites, and the author's site doesn't say much of anything about commercial use.

Additionally, I've found other resources on that site that the site says are for non-commercial use only, but the author says they are available, suggesting that the site just puts down non-commercial when they aren't sure.
Can any Japanese speakers or Google Translate experts tell me whether these sprites are valid for use in a commercial project? I really can't tell. The links on the author's site to download the resources from there appear to be dead. And they are ultimately just a large number of RTP recolors from different RPG Makers if I'm not mistaken. Can I just assume they are abandoned and available given the information here?
