Well, the audio for RPG Maker 3 was remastered and sold in the store. And the pre-order bonuses, as well as the DS resources, also included remastered audio from the console versions. So it's not out of the question. I'm actually surprised that we haven't seen remasters from RPG Maker 1 and 2 in the store, but I suppose it's also possible agreements were never made. All Musics in all games are automatically copyrighted.
What you're asking for is if the copyright holder has given license to use those musics outside the program itself.
Most likely no, but this board is the wrong place to ask - we do not support the console RPG Makers here, only RMXP, RMVX and RMVXA (and other Degica-Programs) are supported here.
Unfortunately, this is true. It wasn't just the functionality between the editors that drastically changed between XP and VX, but also the quality in the audio. Then my suspicion is right, at the very least XP still has good music(can't say the same for VX)
