RPG Maker 2003 Runtime Package is not present.

So I'm trying to play an RPG Maker 2003 game but when I go to start it I have an error that says "The RPG Maker 2003 Runtime Package is not present or registered".
But the thing is that I downloaded the the 2003 RTP already and even re-downloaded the game to see if it would read it then but nothing has worked.
If it's any help I'm using Windows 10.

It might be that that game uses the pirated Version of the RTP.
If that is the case it needs to be opened in the legal version of RM2k3 and then converted by re-saving it.

I don't have RM2k3 though so I'm not sure how I would do that.

You can't without owning the editor AND having developer access to the game files.

And the second depends on the files available - if the game had the project files removed before being uploaded to the internet then you can't do that even if you purchase the editor.

The correct way would be for the original game developer to purchase the legal version and uploading a new converted version of his game.
