RPG MAKER Not letting me set down tiles

Rpg Maker won't let me put down tiles, is there anyway to fix this? I already restarted my computer so it's not that.

Put tiles down? Like put them in the game and the ones it will let me set are outlined in grey

Did you paint the whole map with an autotile that has a border? That's what it looks like.

It's working now idk what happened but i had used the black tile without borders but thank you
