This is your best bet for Lite. As a bit of extra advice, It's best if you give a brief description in the topic title rather than 'RPG MAKER VX ACE LITE'. Honestly, you should switch your tag and your title, because the tag is a much better descriptor and easier to find if I were to search for it.

You should use a more meaningful subject for your posts.  This thread is about making a flashlight - that should appear in your thread title somewhere.  You have two threads called RPG MAKER VX ACE LITE and initially I thought you'd just posted the same thing in two different places.  Proper thread titles make it easier for people to help you out, and are more useful to other people who might have the same questions down the track.

My suggestion would be to create a Picture graphic. If you only want to see the area around you, you can use a photoshop program to create a blacked out picture with only a small area in the middle where your character would be. If you just want all the other areas just to be dark, but not pitch black, instead of your picture being mostly black, you can change the opacity to something like 50%.

If you want the light to shine in a certain direction illuminating an area in front of you, you will need to create 4 pictures depicting the light going in each direction. You'll then probably want to create a parallel process that will change when you change directions.

Here's an example of the parallel process:

Couple hours of work. Might use in my game as a secret find or something. Not sure. Fancy though no? :D
Holy stink, where have I been? Well, I started my temporary job this week. So less time to spend on game design... :(
Cartoonier cloud cover that better fits the art style, as well as (slightly) improved blending/fading... fading clouds when there are larger patterns is still somewhat abrupt for some reason.
Do you Find Tilesetting or Looking for Tilesets/Plugins more fun? Personally I like making my tileset for my Game (Cretaceous Park TM) xD
How many parameters is 'too many'??
