RPG maker XP - Nvidia Shield controller breaks contols

I have an issue. Whether plugged in or not, the nvidia shield controller driver completely

breaks rpg maker vx ace, vx, xp, and 2003 games. When playing, I cannot press the up button at all. Not only that, if I manage to start a game my character always goes up and left. Its literally impossible to get rid of my controller drivers completely without deleting my graphics drivers. Trust me, I have tried. On vx ace, on my project, I got a script that could disable controller support, fixing the problem. I can't do this with any other games I know of.

The Point: If there is a way to disable controller support in xp without opening the project, let me know. If there is a way to disable nvidia shield controllers in rpg maker, let me know.

I had a similar issue that's caused by a driver in my computer being disabled whenever my computer-specific software gets updated (it's a driver from the computer vendor). Please make sure you don't have any disabled drivers in the Device Manager for your controller.

No drivers disabled.
