I was on the Japanese version of the rpgmakerweb.com site (out of boredom and curiosity) and found music for sale that wasn't availabblele in the English version of site.

Now this may be a silly question, but I just want to make  sure and avoid any problems.

If i were to purchase content from the Japanese rpgmarkerweb.com site could I use it  in non-commercial/commercial games?

It always depends on the terms of use / the EULA and has absolutely nothing to do with "fair use". "Fair use" is a defense after you've been dragged to court for not having purchased the required licence, and it's a lot more difficult than you think.

I simply don't know the terms of the japanese site - usually purchased development resources have a full use licence (that is what you're paying for after all), but they still might require royalties for commercial purposes. And some of the Japanese sites don't sell downloads but ship CDs inside japan only - that's why you couldn't get the japanese Makers for a long time...

There is a topic on the forum that translates the TOS of japanese sites - I suggest you look up if that site is already translated there.

so hopefully tomorrow i get to go home from the hospital i've been here for 5 days already and it's driving me mad. I miss my family like crazy but at least I get to use my own toiletries and my own clothes. My mom is coming to visit soon i can't wait to see her cause i miss her the most. :kaojoy:
Couple hours of work. Might use in my game as a secret find or something. Not sure. Fancy though no? :D
Holy stink, where have I been? Well, I started my temporary job this week. So less time to spend on game design... :(
Cartoonier cloud cover that better fits the art style, as well as (slightly) improved blending/fading... fading clouds when there are larger patterns is still somewhat abrupt for some reason.
Do you Find Tilesetting or Looking for Tilesets/Plugins more fun? Personally I like making my tileset for my Game (Cretaceous Park TM) xD
