RPGMaker MV has stopped working?

I use Steam for RPGMakers and I keep getting the error 'RPGMaker MV has stopped working' and I don't know how to fix it. I would really appreciate it if someone could help me. Thank you for your time.

That means either the exe is damaged or one of your background programs blocks it.
1) clear steam download cache (important) and then check file integrity after that.
2) check your AntiVirus and anti-malware program logs as to which one reported a bad program and then whitelist RMMV there.

I tried doing all of this and it still didn't work.

then either you've missed one background program that is doing this, or your windows itself is damaged beyond repair (very unlikely)
so I suggest checking which background programs you've installed and check them all - it doesn't have to be an antivirus, but it has to be a background program on your computer.
there is for example one videocapture program that blocks steam-VXA, but not MV. But there could be other programs that block MV...
