RPGMaker MV Unable to read plugins.js. when creating a new project

As the title says I am having an Issue with using RPGMaker MV.
Whenever I try to open an old file or create a new project within the program I get the same error.
I have uninstalled and reinstalled as well as verify the integrity of the application files.
Not really sure how I can fix this now.
Using the Steam version.

The three most probably causes are
1) wrong filepath
If any of your foldernames to the project contains a letter that is not allowed under networking rules, the editor and the project will get problems on loading anything.
Networking rules means no spaces, only latin letters and most of the special signs are forbidden as well.

2) steam download cache damaged, preventing you from verifying file integrity. If that happens steam will say its OK without really checking.
Uninstall, clear steam download cache as told in steam help, install again after that.

3) background program interfeering with the program, damaging the file on access.
For example an AntiVirus that thinks it needs to clear a virus from the file.

My AntiVirus decided to not allow the program to access the file without telling me. Keeps doing it after an update. Will have to fix somehow. Thanks.

the solution in that case is to whitelist RM in the antivirus program.

Holy stink, where have I been? Well, I started my temporary job this week. So less time to spend on game design... :(
Cartoonier cloud cover that better fits the art style, as well as (slightly) improved blending/fading... fading clouds when there are larger patterns is still somewhat abrupt for some reason.
