I want to make my own battler sprites but they turn out too cartoon-like, what programs are good for making the sprites actually look good? Presently I use Paint.NET.

The software has a built-in character generator, but personally I hate the faces made by it.

Depends on what style you're going for. I personally use Paint Tool Sai for pixel art and Clip Tool Studio for more 'painted' looking stuff. I hear a lot of people use photoshop for both, but I find photoshop to be...intuitive, clunky, and slow even on a good computer. Gimp is also popular as well and works very similar to photoshop, you might want to give that a try if you're on a budget.

Then unless you want to do it yourself, I would just suggest not bothering.

I think I've got my hero designs pretty much finialised ( still got some tweaks. ) In the end it'll be the four outfit colour variants with four different skintones.

I'm a bit conflicted. One the one hand, it's quite visually cool to make bodies of water that the player can interact with by going into it. However obscuring the player character from a gameplay perspective is pretty bad. Hmm... There's the option to make the area around the player visible, but then that kind of defeats the purpose of submerging them.
