I have an idea for a script project I want to start with a few other people I know but I wanted to discuss a few things. The project is going to be a big undertaking and benefit the community as a whole.

How much difference does the Xp, VX, and Ace versions of ruby actually have? I know the $imported script tool can detect the maker version but how different are the Ruby versions?

IIRC in helpfile of VX and VXA has Ruby version.

outright get into Ace's help files and do a broad search for RGSS3.
the new bits will be highlighted.

whats the difference in Xp and Ace?

I am wanting to attempt a multiplatform script

largely, the database code.
VX/Ace has more properties and objects.

also, some language functions have different structures, or are changed completely.
the change from XP to VX is largely comparable to the change from Ace to MV, more than VX to Ace.
