"Scope: The User" items out of battle

I've run into something that's proving to be a bit of a problem, and I'm not sure if it's meant to function this way.

I have potions set to "Scope: The User" so that characters can only use potions on themselves in battle. However, out of battle, the game will only allow me to use potions on one party member—even if that member has full HP, the cursor won't move off of them and to another character. The only way to get it to move is to go into a different menu under another character (for example, Status → [Character]), which locks the cursor to that other character instead.

Is "Scope: The User" supposed to function like that? I would assume that the game does not attribute any specific user of items to items used outside of battle (particularly when characters can have varying PHA stats).

RMMV
It is a bit strange. "The User" really only applies in battle as you select an item on someone's turn. In the menu, there is no "the user" to apply it to. It seems to want this, and looks at the "currently selected" user from whatever previous screen you had open. In this case, it should probably allow you to use it on any person.

Do you have any custom menus or is it all pure RTP?

Pure RTP, no custom scripts or custom menus.

It also raises the question of where the game derives user stats for items that are affected by the user stats. (In my game, the healing items that can be used on other people are affected by MAT.) My expectation, based on older RPGs where healing items effectively functioned as spells, was that it would use a value of zero rather than any particular member's stats when used from the menu.

I think the problem is...

When you select an actor in the Menu scene, he is stored in the $game_party.menu_actor

That variable is used in many other scenes, like Skill and Status scene.

So, perhaps "The User" scope points to $game_party.menu_actor, and the last actor selected in the Menu is "The User"

However, I'm not in position of modifying that script right now.

Couple hours of work. Might use in my game as a secret find or something. Not sure. Fancy though no? :D
Holy stink, where have I been? Well, I started my temporary job this week. So less time to spend on game design... :(
Cartoonier cloud cover that better fits the art style, as well as (slightly) improved blending/fading... fading clouds when there are larger patterns is still somewhat abrupt for some reason.
Do you Find Tilesetting or Looking for Tilesets/Plugins more fun? Personally I like making my tileset for my Game (Cretaceous Park TM) xD
