I want to show the picture at a fixed location on the map like an event instead of following the camera, is that possible?

there are several plugins that give that option, but which one would be best for you would depend on what exactly you want to do - you didn't give much of a description.

but if you mean a HUD to be visible, it can be evented, or by using
plugins (more accurate), but you need to give more details and the
what you want to show exactly like Andar said in order to give you
a proper solution and what plugins you can best use for it.

as there are serveral plugins for timers, hud, we can guess, but that
can be incorrect or more questions to you.

For example, a picture of a tree or a house

With "show pictures" will be hard to acomplish, without plugins.

One option would be to make the maps so small so they wont scroll and therefore the pictures stays in place.

Another option would be parallax mapping, you make what you want and safe it in the parallax folder and let it shown as a parallax, you can watch on youtube some tutorials.
Option nr3 would be to get an plugin, like andar suggested.
You could also try to update the coordinates with x/y and parallel process but i would not recommend that option, it wont look clean...

is why you NEED details on the EXACT thing you want to achieve.

more details = more direct answers/solutions
less details = guesses and wrong solutions you dont look for.

Events do not work well for big pictures, because if the event is outside of the visible screen,
than the picture will not show up until the player/visible screen comes closer. But the Picture would be needed to show up earlier else they pop up in and out of existence.

I guess a Plugin to Fix Pictures to the Map is the best solution in this case, like allready mentioned by others.
Straight forward Functionality Plugin and you are right back on the Track.
Sadly the standard Event Editor is not able to provide this functionality. Maybe that changes one Day in another next Gen RPG Maker until than a Plugin is a easy and perfect Solution in my opinion.

But i dont find a Plugin for RMMV. I thought there was one.

I needed something like this to make a mini-game where the pictures don't follow the camera and found this one by Fogomax. It works great and is really simple to use!

Just curious here, how would he achieve that with an event only?

I used that before but it reduces fps so I want to find a way to display it as an picture instead of an event. I use it to create lawns, trees and more...imagek.png

than you need to look for a layered plugin, [Ocram Layer] or a paid version
from [TSR MapOverLays], which are a better version of BindPictureToMaps.
there is also [Orange_Overlay] as this one goes to MV, I dont know if he have
one for MZ, so you might look into that one, I know Ocram and TSR works
in MZ, but you have to see which one works.

Ocram can be used for free, commercial require a license and TSR can
be used for both.
