Careful - there's no legal English version of this.  However, if you know Japanese and can find a Japanese PS1, the Playstation version of this game is still very easy to find at Japanese used game stores like Book-Off.  I've visited three different Book-Offs in Tokyo during the last 5 years and each one had at least two copies for like 300 yen ($3 USD).

Looks like you'll need a Sega Saturn! Edit: Or what Wavelength said. From Wikipedia:

There have been two versions of Sim RPG Maker. The first was a console version released on September 17, 1998, for the Sega Saturn, the second for the Sony PlayStationin Japan only by ASCII. A Windows version, also by ASCII, was released on May 29, 1998, in Japan only.

There isn't a legal english release of Sim RPG Maker, so you're probably fresh out of luck getting a straight answer here. From personal experience though (I tried it, no longer have it), I find what it does lacking given current standards. It'd be great if Degica published something more recent like SRPG Studio (Please do it Degica pleeease).

Woah, what's that?! A tactical RPG Maker? How can it be I never heard of that before? I've been trying to find one for ages!

And the dates are recent! Is it in development?! Omigosh!

You have to buy it off a Japanese site. I'm not sure I'm really allowed to say more than I already have because this forum strictly only allows discussion of Degica products, specifically RPG Maker.

If there is no legal English version, then it's something that would not be supported, and should not be discussing how to obtain, on this site. Sorry.
