I've noticed that there are a fair number of plugins that let you attach boosts to items, weapons and armor, but I have not yet been able to find one that applies to skills themselves.
If you've ever played City of Heroes, then you'll have seen a similar system in action:
I think this plugin would be good for games where you want the characters to be able to customize and control their characters' abilities, allowing players to decide what aspects of a skill they want to focus on (Do I want to enhance this skill's damage output? Or do I want to reduce its MP cost? Or do I want to give it a chance to stun enemies?), and I think in the right hands, a plugin like this would allow for a lot of depth.
Has anyone made a plugin like this?

- The player has a list of skills, with between 1 and 6 slots for enhancements. In City of Heroes, you gain more slots for skills upon gaining levels.
- Each enhancement can improve one or more aspects of the skill (applying a damage or accuracy modifier, reducing costs, increasing duration of status effects, adding additional effects, etc.)
- Upon slotting a given enhancement into a slot on a skill, that aspect of that skill is improved by a certain amount (in City of Heroes, this is based on the level of the enhancement, but that's not relevant here).
