Skill that lets player turn (some but not all) items/armor into scrap metal?

I'm working on a character class that's basically a Cyborg. One of the class's skills allows the player to take items they don't need anymore-- namely non-quest consumables that are disposable and non-weapon equipment that can become outdated --and convert it into an item called "scrap metal/spare parts/circuitry/haven'tfigureditoutyet" (this item is then used to make items the cyborg can use, such as hacking materials and rocket launcher ammo).

Is this doable, preferably without plugins? And is there a way to do it that makes it convenient for the player to use out of combat?

Yep. Have the skill run a Common Event. Have the Common Event look through each item you want convertible into scrap metal, store the amount of that item in a variable, give a number of Scrap Metal Items based on that number, and remove all the convertible items from your inventory.

Just beat the last of us 2 last night and starting jedi: fallen order right now, both use unreal engine & when I say i knew 80% of jedi's buttons right away because they were the same buttons as TLOU2 its ridiculous, even the same narrow hallway crawl and barely-made-it jump they do. Unreal Engine is just big budget RPG Maker the way they make games nearly identical at its core lol.
Can someone recommend some fun story-heavy RPGs to me? Coming up with good gameplay is a nightmare! I was thinking of making some gameplay platforming-based, but that doesn't work well in RPG form*. I also was thinking of removing battles, but that would be too much like OneShot. I don't even know how to make good puzzles!
