Skill that stops the target from healing (skills or items)?

How would I go about making a skill that prevents the target from using healing skills for a few turns, or if it's used on the player, they can't heal using skills or items for a few turns?

You can either seal the skill type that all healing skills are assigned to (requires a unique type for them) or you can apply a state which sets REC to 0%. REC at 0% would make it that if they use a healing item, it will do nothing.

I was planning to release a useless plugin for april fools, but then I thought I let it be.
