no - the actor cannot use NONE skills in any way unless a plugin enables that by placing overrides.
How do you think the player would access the skill? he has to select a skill type on the battle command screen, and "NONE" will never appear there.
If you don't want to use magic and special, simply make your own skill types in the database - you can have up to 99 skill types, but the default engine cannot access skills set to NONE.
