Does anyone know of a quest script similar to this one, that works for VXACE?

I don't know what Gameus Quest system contains, but the most advanced quest script for Ace is Modern Algebra's Quest Journal. You can find it on the Master Script List, but be warned: you need to know the basics of script configurations to enter your quests there.

Yup, the one from Modern Algebra has the closest look as in layout and such from the one you posted. But it doesn't require you to install a 3rd party editor, you can simply add the quest and descriptions right inside the script, just follow and read the instructions carefully.
