No, it doesn't restart your computer directly. What happens is something else:
Modern Windows-versions have an option to automatically restart in case of a crash, overriding the display of the bluescreen that gave the true error message in earlier Windows versions.
Now, what happens in your case is that something causes your Windows to crash when you try to start the editor.
This cause might be a damaged download (deinstall Ace, re-download the installer, install it again), a damaged installation (something went wrong with your installation, most likely wrong access rights for the installer - needs to be WinXP-compatible with run as admin), or a damaged Windows (Ace uses a few older Win-API's, if those had been damaged then other programs might still run even if your windows is the cause and needs to be reinstalled).
Fourth option is that one of your firewalls tries to block the activation access required and fails into a restart because it is damaged.
