That is my initial understanding about the state priority until last night I saw the poison state suddenly replaced by another state (that has higher priority value). Need to re-test again.. It may cause by some scripts.Characters can have multiple states by default--that's not what "state priority" is referring to. In the vanilla engine, only four state icons can be shown on an actor's status at a time. The state's priority influences whether or not it gets shown there. So, if you have more than four states applied to a single actor, only the four states with the highest priority will be shown.
