State that causes you to have a chance to not use an item?

So in my game I'm working on an ability system and one of the abilities is "Waste Not" which is inspired by Bravely Second. It is an ability that while equipped gives you 50% chance to not use up an item upon use. Doesn't anyone know how I can incorporate that into a state? Thanks.

Olivia has a plug-in called Battle Effects that has a notetag <Item Seal> that prevents item use. You can use that as a base, I am sure it can be accomplished with that.

@Celestrium But it costs $4.99, and I'm broke. I just spend my last once of money for my little brother's birthday present. Do you have a FREE plugin I can use? I swear Olivia and her overpriced plugins... ($25 for a sample game? You can get Hollow Knight, a 100+ hour RPG, for that price!)

Edit: Also, "Item Seal" doesn't do that. According to the plugin's page, "Item Seal" disallows you from using items from the menu, not to make it so items aren't used up when used. "Waste Not" works like this: say you used a potion. Normally, upon using the potion, the potion would simply disappear. Now, with Waste Not equipped, you now only have a 50% chance of the item to be used up, and if the odds are in your favor you won't use up an item upon using it. Just to let you know.

@KrimsonKatt I misunderstood what you were trying to do, sorry about that. I wasn't familiar with the ability. I would think you could do it with an action sequence, but I am afraid I would have to research it. If I come across anything I will let you know.
