Steam Manage Projects bug - "Failed to create project"

So I added some resource packs from workshop, but clicking Manage Projects is now giving a message box saying "Failed to create project" which is confusing, because I haven't tried to create a project. This glitch wasn't happening before, so why now? Also, clicking OK on the message makes it just happen again. And again. The only way I can exit RM is to use Task Manager.

Edit: Just checked, and closing my project doesn't work, so it's not a problem with that.

Workshop resources are considered Projects as well. It sounds as if the new resources are not yet synchronised/downloaded, because that will cause the steam version to misbehave - cloud downloads have priority until completed, which means that any access before the complete download can be very slow or appear to be a crashed editor (in reality, the editor is not crashed but still downloading from steam cloud).

Some users reported that they had to wait for one or two hours the first time they downloaded DLCs and workshop components, but after that first synch it became faster (not as fast as without cloud, but only several dozen seconds to a minute)

Yeah, I just turned my internet off, and it works fine, so there must be a problem with syncing.

Edit: Turning the internet back on makes the error happen again.

Of course it does - Steam NEEDS that sync and will try again and again until it got it. But as said above, it appears to be that bad only on first sync after large downloads.

Either you have to turn off cloud services (which will disable some workshop functions as well) or you have to wait a few hours (depending on your steam connection) until the sync is complete.
