Okay, plz excuse the ignoramusness of the question, but if a group of kids purchase Ace on steam, will each of them need to "join" steam (download I guess) or whatever, and will they have to be online and connected to steam to use Ace for all of eternity after that?

Nah. Steam allows to run the program offline as long online validation has not expired. You can also launch directly from the original exe file (Useful when copying stuff between projects for example.)

I have a question as someone who hasn't bought this yet but was seriously thinking about it:  If I bought the steam version of RPG Maker VX Ace, would it be compatible with the resource packs that are available from places other than steam?  Sometimes, steam doesn't have all available content from a product immediately or ever.

See, this makes me mad. I bought the Steam version literally 12 hours ago for $35 and now it's cheaper. Doh! >_<

I almost bought it then myself but, decided against it.  When I saw that it went down to $23, how could I NOT buy it then?
