MV Support is really for using the RPG Maker editor software. For support with a game you purchased, you really ought to be reaching out to the person who is selling the game, as we have no idea what they might have done to it.
Your second post is very confusing - are you trying to play the game you got, or trying to open it as a project in MV? You generally cannot open/edit games made by other people unless they explicitly allow it.
Googling the error code, it appears to be a Windows error in relation to drivers, so perhaps check that your graphics drivers are up to date and are from the card manufacturer (not Microsoft).
