Just off the top of my head I'd say replicating the sprites on bottom would be fairly easy as long as the sprite you are using to make "tall" has lines for where their legs are separated. The example on top wouldn't work at all it basically looks like that sprite has no legs.
Anyways you would simply select their legs in photoshop with the handy magnetic tool, copy it, drag your copy legs exactly over those legs. Free transform and drag down a pixel or two. Save, reopen picture and resize the entire sprite as needed as you might be over a pixel or two from making it "taller" and voila taller sprite.

Well I'm sorry o.o only thing someone can do further than explaining how to make it is to make for you which if you want that this needs to be in a different part of forums of course. In your case of the sprite not already having legs you would merely need to find a sprite that does and then do all the same step but just added to that sprite, spacing may be difficult as I'm not super familiar with vxa but it should work just the same.
