Rich people do not build shelters automatically for a zombie apocalypse. If anything they have a safe house, which would be null and void anyway once supplies run out. Money doesn't mean ANYTHING in this situation. And how do you know that none of the zombies encountered weren't rich? And how do you know that none of the survivors weren't in incredibly good financial standing? Here's the thing. You don't know, because it's never been explored in-depth. Because the economy has never been a focus on this. Thus you're over analyzing.
And the president having a shelter is more of a government thing rather a monetary thing.
Stop saying that I am over analyzing. Many main characters' financial and work backgrounds have been stated.
A person's behavior can give off many clues. However, we know their backgrounds without needing to look at their behavior.
1. Rick's Family is middle class. Cop
2. Shane was middle class. Cop
3. Glenn was lower class. He was a pizza boy.
4. Hershel's family appears to be lower middle class. Farmer
5. T-Dog the way he acts appears to be from the lower class.
6. Carol's family appears to be lower class. Her husband Ed did not go to college. He had less oppournities.
7. Daryl and his brother are lower class. Daryl had to fend for himself as a child because his father was a abusive drunk.
8. Andrea was a Civil Rights attorney. She was most likely middle class or lower upper class. She may had been rich to some degree.
Michonne was a lawyer. She probably had some scratch. There are also lots of characters who we don't even know what they did before the ZA.
Also as for government shelters—there was one, kind of. Alexander Davidson worked for the government and he knew about a safe area which eventually led to the creation of Alexandria.
Being a lawyer does not mean someone has a lot of money. Local DA lawyers don't make very much. It depends on what type of lawyer she was and her client pool.
Working for the government does not make someone rich. Alexander was security. He was middle class.
The only rich person was Tyresse. He was a NFL player. Professional athletes are known to not carry themselves as stereotypical rich people. Corporate rich has connections to the government. In many cases if you're in government then you own some of corporate America.
