IDK about 25, but the High Fantasy Main Party pack has a lot of characters with battlesheets(Holder's format) and if you go to the website pioneervalleygames.com then they have a lot of free characters that also come with these battlesheets. Mythos Horror pack has them too but that's more 1950's and not so much fantasy.
