So, for Rpg maker vx ace, they don't have more than 2 layers for tiles. I was wondering if there was a way to edit this, so like "b" would be one layer, "c" would be another above that, etc...

Would I be able to do that in scripting, or would that be part of the RVDATA2? Yes, I know about using events for another layer, and also editing the tilesets themselves. But I was still wondering if there was a way to do this without doing that, and just either editing the script or if I had to go into RVDATA2?

Google "Vx Ace parallax mapping"

Also, you got a layer for ground. Then a layer for tiles above the ground.

You can use events to add another layer in places. It is a neat trick.

Most people that do seriousl mapping are using scripts and parallax mapping though.

Actually, that is too big a generalisation; many serious mappers don't.  

However, there are scripts which allow all sorts of neat tricks, Tsukihime has a couple which create almost one map on top of another.  Have a look through the section of his site which deals with maps http://himeworks.com/category/rgss3/maps/.  Vlue has an interesting one as well.  A bit of searching will bring up a range of alternatives to parallaxing.
