Total Noob Needs Help

Really sorry to ask. I wanted to make a fan game for a YouTuber to get my name out there. ....mostly my artwork.

Anyway!

I was going to use Ren'py but was told to use this program instead. Problem is...how do I do this? I want to make a turned based RPG with VN moments. Am I asking too much?

That depends on which RPG Maker you're planning to use.
You posted this in RM2000/2003 - those are extremely old versions that are not as ideal for non-RPG games as later versions.
There are scripts and plugins that will add VN-mechanics to RPG-Makers Ace and MV (the two newest versions), but they won't work on RM2K(3).

So do you already have an RPG.Maker? If yes, which one?

There's a command to show pictures on RM2k3 that can fit your purpose, but you will have to work with a limit color of 256 for each image.

The Events Commands are these, you can also show AMV videos on the games (Page 3 of Event Command).
