Town maps like Bravely Default.

Hello, I just recently got rpg maker vx ace and as I was working on game I have planned, I wondered if there was a way to make the town maps like in the game Bravely default? The maps are all hand drawn with specifics parts where you can move in. Is it possible? would it be very diffcult?

Also, I'm not sure if I'm posting this in the right board.

It's definitely possible. What you want to do is called Parallax Mapping. Try finding a tutorial on it (I'm sure there is one on here if you search for it).
